Amends the Motor Carrier Safety Act of 1963 to exempt farm vehicle drivers from certain federal safety regulations including employment applications, investigations, road tests, hours of service, and medical examinations for intrastate transportation.

Exempts self-propelled farm equipment and implements of husbandry drawn by farm tractors from the act's provisions for intrastate transportation.

Exempts public utility, telephone, and cable television company service employees from driver qualification requirements when not regularly employed as drivers and not operating commercial motor vehicles as defined in federal regulations.

Exempts public utility service vehicle drivers from federal hours of service requirements (49 CFR part 395) during emergencies caused by unforeseen circumstances, natural disasters, or acts of God, without requiring official emergency declaration.

Exempts school buses and motor buses certificated under the motor bus transportation act from the act's provisions, except for the purpose of granting waivers under the pupil transportation act.

Permits combination vehicles weighing 26,000 pounds or less (with trailers under 15,000 pounds) to use surge brakes for intrastate operation, except for hazardous material transporters or vehicles designed for more than 8 passengers.

Establishes limits for seasonal construction-related drivers operating solely in Michigan: 70 hours on duty in 7 consecutive days or 80 hours in 8 consecutive days, and maximum 12 hours driving or 16 hours on duty per day.
