Replaces terminology of "sheltered workshops and work activity centers" with "community rehabilitation organizations" throughout the management and budget act to modernize language for organizations serving people with disabilities.

Establishes a committee of 6 members appointed by the governor to oversee state purchases of goods and services from community rehabilitation organizations, with representatives from purchasing, Michigan rehabilitation services, disability concerns, and nonprofit disability advocacy organizations.

Grants community rehabilitation organizations preferred procurement status and exemption from competitive bidding requirements when providing goods and services to the state.

Requires the committee to establish fair market pricing based on market surveys, previous bids, cost analysis, and other factors, and conduct annual reviews of prices paid by the department.

Prioritizes selection of goods and services first from out-of-state commercial sources, then in-state sources, with community rehabilitation organizations eligible to exclusively provide items if they match or beat fair market prices.
