Amends Michigan's personal protection order (PPO) law to establish procedures for domestic violence and stalking protection orders in family court division.

Allows minors age 12 or older to petition for PPOs without a next friend (legal guardian), and minors age 18 or younger subject to chapter XIIA probate code procedures when respondent is also a minor.

Creates Michigan Personal Protection Order Internet Registry administered by Department of Technology, Management, and Budget, requiring law enforcement agencies to enter PPO information accessible to the public and maintained for 10 years.

Modifies law enforcement information network requirements, replacing references to "L.E.I.N." with "C.J.I.S. policy council act" and specifying MCL 28.211 to 28.215 instead of previous citation range.

Clarifies procedures for ex parte orders requiring hearings within 14 days (or 5 days if respondent is armed law enforcement officer with firearm restriction), and establishes criminal contempt penalties of up to 93 days imprisonment and $500 fine for adult violations.
