Amends Michigan Vehicle Code sections 627, 628, and 629 to revise speed limit establishment procedures and terminology.

Changes language from "pursuant to" to "under" throughout the statute and modifies engineering study requirements to "engineering and traffic study" to establish speed limits.

Replaces requirement for joint determination by state transportation department and Department of State Police with requirement for joint determination by state transportation department and local unit of government for state trunk line highways outside city/village boundaries.

For county highways, changes speed limit determination process to require unanimous agreement between county road commission, township board, and county sheriff (replacing Department of State Police).

Revises section 628 to require unanimous decision of Department of Transportation and city/village council to change speed limits on state trunk line highways within city/village boundaries.
