Establishes the "Interstate Mutual Emergency Aid Act" to allow Michigan state agencies, departments, and political subdivisions to enter into written mutual aid agreements with out-of-state governmental units for emergency response, training, and planned events.

Defines "emergency responder" to include emergency medical services personnel, law enforcement officers, physicians, nurses, mental health and veterinary practitioners, emergency management personnel, public works personnel, and firefighters with specialized training.

Recognizes out-of-state emergency responders' licenses, certificates, and permits as valid in Michigan when acting within the scope of their credentials and equivalent Michigan authorization, provided they are engaged in mutual aid activities under a written agreement.

Extends governmental liability immunities to out-of-state emergency responders providing mutual aid or participating in training exercises, and ensures their pension, disability, death benefits, and worker's compensation coverage continue as if services were rendered in their home jurisdiction.

Does not limit or modify existing emergency management provisions under 2001 PA 247 (MCL 3.991-3.994) or the Emergency Management Act of 1976 (MCL 30.401-30.421).
