House Bill 6536 Summary

• Establishes the "Interstate Compact to Elect the President by National Popular Vote" allowing Michigan to join an agreement with other states to award electoral votes based on the national popular vote winner rather than state-level results.

• Requires each member state to conduct a statewide popular election for President and Vice President and have their chief election official determine the national popular vote total across all participating states.

• Member states must appoint their presidential electors to the presidential slate that wins the largest national popular vote total, rather than the candidate who wins that individual state.

• The compact takes effect only when states cumulatively possessing a majority of electoral votes (270 of 538) enact the agreement in substantially the same form, with the provision effective on July 20 of any year when this threshold is met.

• Any state may withdraw from the compact, except that withdrawals occurring six months or less before the end of a presidential term do not become effective until after the next president or vice president is qualified to serve.
