Adds gender-neutral language by changing "he" to "he or her" when referring to judges receiving filed documents.

Creates a filing date provision for pro se prisoners incarcerated in state correctional facilities: documents pertaining to criminal appeals or other criminal matters are considered filed on the date posted with the United States postal service, rather than when received by the court.

Maintains existing procedures allowing judges to accept documents directly, with the requirement that judges note the filing date and transmit documents to the clerk's office.
