• Gives Lurvey White Ventures 1, LLC first right to purchase the property for at least $1,300,000 within 180 days for construction of a new school for the deaf facility, with conditions including exclusive educational use, 3-year completion deadline, and state right of reentry if conditions violated.

• Provides that if Lurvey White Ventures resells within 10 years, the state retains right of first refusal at original price and receives 40% of any profit above the sale price.

• Directs net revenue from property sales first to retire state building authority debt on the residential facility, then reimburse special maintenance projects, with remaining funds deposited in the general fund.
