• Creates "motorsports event licenses" for closed-course motorsports facilities with at least 1,500 fixed seats and 7 scheduled racing days per year that serve food and beverages.

• Authorizes sale of beer and wine only for $250.00 annually, or beer, wine, mixed spirit drinks, and spirits for $600.00 annually at motorsports entertainment complexes during sanctioned events.

• Exempts multiple concession outlets at motorsports venues from counting as additional bars for the purpose of calculating license fees under section 525.

• Allows patrons aged 21+ to bring and consume personally-owned beer and wine into the motorsports complex for up to 7 consecutive days during events, provided the facility has a licensed retail establishment on premises.

• Holds licensees liable under civil liability provisions if minors or visibly intoxicated persons suffer injury from unlawful alcohol consumption on the premises, whether purchased from the licensee or brought in by patrons.
