Removes the prohibition against cities selling cemeteries or parts of cemeteries, allowing municipal governments to sell cemetery property under certain conditions.

Maintains existing restrictions on selling parks and parts of parks except where the park is not required under an official master plan of the city.

Preserves all other limitations on city powers in Section 5 of the Home Rule City Act, including taxation rate caps, charter submission requirements, special election limits, and bond issuance procedures.

Changes the voting threshold for certain municipal powers from 3/5 of electors to a simple majority vote on or after April 1, 1966.
