Require the Michigan Public Service Commission to establish accounting standards for telecommunications providers to determine service long run incremental costs consistent with federal communications commission regulations.

Require providers of regulated services to file schedules of rates, services, and conditions of service with the commission for public inspection.

Allow the commission to promulgate quality standards rules for basic local exchange service, unbundled network elements, service transfers between providers, and provider exit procedures, with rules expiring on June 30, 2011.

Permit electronic filing of pleadings, tariffs, and other documents required to be submitted to the commission.

Make printed telephone directories optional for basic local exchange service providers, who must provide directories to customers upon request at no charge instead of distributing annually to all customers.
