Authorizes the state registrar to issue heirloom birth certificates upon request and payment of a fee, in addition to standard birth record copies and certificates.

Requires the department to establish fees for each heirloom certificate design that exceed actual production costs but do not exceed fair market value of comparable artistic renditions.

Directs the state registrar to transfer fee revenue exceeding actual administrative costs to the state treasurer for deposit into the children's trust fund created under 1982 PA 249.

Requires heirloom certificates to comply with form and content standards under section 2811, be suitable for display, and may bear the state seal and governor's signature.

Clarifies that heirloom birth certificates are not official records of birth and cannot serve as active birth certificates for the named individual.
