Department of Energy, Labor, and Economic Growth must conduct a study in cooperation with university partners evaluating low-carbon fuel standards, renewable fuels, vehicle electrification, and related transportation fuels.

Study must assess how a state low-carbon fuel standard would encourage development of electric vehicle charging infrastructure, renewable fuels, and other low-carbon transportation fuels within Michigan.

Study must examine potential for vehicle electrification and low-carbon fuels to create jobs and reduce carbon emissions, and identify ways to meet varying low-carbon fuel targets.

Study must consider findings from the Midwestern Governors Association Low Carbon Fuel Standard Advisory Group, the Michigan Climate Action Council's macroeconomic impact study (January 4, 2010), and other relevant studies.

Department must submit report to legislature by February 1, 2011, and this act repeals effective June 1, 2011.
