Appropriates $10,937,260,500 from the state school aid fund and $18,642,400 from the general fund for public schools for fiscal year ending September 30, 2011.

Decreases the state school aid fund appropriation and increases the general fund appropriation by any balance remaining in the general fund at 2009-2010 bookclosing, up to a maximum of $100,000,000.

Appropriates remaining federal funding under Title XIV of the American Recovery and Reinvestment Act of 2009 (estimated at $184,256,600) for the primary funding formula, plus all other available federal funds not otherwise appropriated.

Establishes that general fund money must be expended before state school aid fund money, with any excess state school aid fund appropriations deposited into the school aid stabilization fund rather than lapsing.

Requires the Department of Treasury to notify the state budget director and legislature at least 30 calendar days or 6 legislative session days before implementing any necessary proration of payments to districts and entities, allowing the legislature an opportunity to prevent proration through supplemental appropriations.
