• Amends Michigan's Natural Resources and Environmental Protection Act to establish comprehensive regulatory framework for geologic carbon dioxide sequestration in subsurface geological formations.

• Creates new "Part 627" establishing procedures for obtaining sequestration orders from the Department of Natural Resources and Environment, including requirements for petitions, public meetings, and evidentiary hearings before operations can begin.

• Defines "mineral well" to include sequestration wells, disposal wells, storage wells, brine wells, and test wells, and expands regulatory authority of the supervisor of mineral wells over these facilities.

• Requires sequestration project owners to develop detailed technical plans including monitoring strategies, contingency plans, and postclosure monitoring periods to protect natural resources, environment, and public health and safety.

• Establishes provisions allowing petitioners to acquire necessary pore space rights through negotiation, title conveyance, or eminent domain, and permits property owners affected by sequestration projects to participate in administrative hearings to protect their interests.
