Department of Management and Budget shall contract within 60 days to conduct a reconciliation audit of health benefits for covered public employees.

Audit must identify individuals enrolled in multiple health benefit plans, provide an amnesty period for employees to voluntarily correct dual coverage errors, and establish an appeals process for ineligibility decisions.

Audit must be completed within 180 days and comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

Department shall report audit outcomes and recommendations for cost-saving legislation to the legislature within 210 days of the effective date.

Applies to the state and local public employers including cities, townships, school districts, community colleges, public universities, and public employee retirement boards.
