Clarifies that reductions in municipal services do not constitute violations of the maintenance of law enforcement effort standards required under MCL § 51.76 and MCL § 51.77.

Establishes that counties, cities, and villages remain eligible for secondary road patrol funding and can maintain road patrol service agreements despite the economic-driven general service reductions.

Declares that local governments have met the necessary terms and conditions for road patrol services and secondary road patrol funding as they relate to maintenance of effort requirements.
