Notes that surface transportation program authorization expired on March 1, 2010, causing a temporary federal shutdown of the Highway Trust Fund and suspension of payments to states, localities, and transit agencies.

States that without Highway Trust Fund dollars, Michigan cannot fully fund its 2010 capital program and will experience delays in local and state road projects, increased unemployment, and higher project costs.

Directs that copies of the resolution be transmitted to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and Michigan's congressional delegation.
