Urges Congress to adopt and present to states a constitutional amendment establishing parental rights to direct the upbringing and education of their children as a fundamental right.

Proposed amendment would prevent federal and state governments from infringing on parental rights unless the government demonstrates an interest of the highest order that cannot be otherwise served.

Proposed amendment prohibits treaties and international law from being used to supersede, modify, interpret, or apply to the parental rights guaranteed by the amendment.
