Expresses opposition to the Interagency Task Force on Ocean Policy's proposed coastal and marine spatial planning framework that would establish a National Ocean Council with management authority over the Great Lakes.

Objects to the proposed federal management system as infringing on Great Lakes states' constitutional rights to manage their own natural resources.

Asserts that Great Lakes states and Canadian provinces have successfully managed the lakes collaboratively through existing regional structures including the Great Lakes Fishery Commission and the Great Lakes-St. Lawrence River Basin Water Resources Compact.

Contends that federal decision-making by 23 departments and agencies would be inefficient, distant, and unresponsive to regional economic and environmental priorities.

Directs the House to urge U.S. Congress to reject any federal takeover and transmit this resolution to the President of the Senate, Speaker of the House, and Michigan's congressional delegation.
