Urges Congress to enact the Literacy for All, Results for the Nation (LEARN) Act (H.R. 4037) to provide federal aid to states and educational agencies for comprehensive literacy planning from birth through grade twelve.

Directs the proposed LEARN Act to fund text-rich learning environments and provide competitive subgrants focused on early language development for children under six and districts with high percentages of disadvantaged or low-performing students.

Requires the Secretary of Education to conduct a five-year evaluation of programs funded through the act to ensure accountability for state and school district expenditures.

Cites that approximately 70 percent of fourth and eighth graders read below proficiency levels and notes that 47 percent of Detroit adults are functionally illiterate, impacting the city's ability to attract industries and contributing to joblessness, poverty, and crime.

Directs copies of the resolution to be sent to the President of the United States Senate, Speaker of the House, and Michigan's congressional delegation.
