Recognizes Smith as a pioneer for African Americans and women in state government who served nearly 25 years in legislative staff, State Senate, and House positions representing Washtenaw County.

Notes her historic achievements including being the first woman to lead an appropriations caucus in the Legislature and the first African American to run for governor on the Michigan Democratic ticket.

Credits her work on the Appropriations Committee for six years during difficult budget periods and service as chair of the Corrections Subcommittee overseeing one of Michigan's larger budget pieces.
