Creates an Office of Business Ombudsman as an autonomous entity within the Michigan Strategic Fund to investigate and review actions of state regulatory agencies affecting businesses.

Appoints a Business Ombudsman by the Governor with Senate advice and consent, who must be qualified by training and experience and cannot engage in political activities or other employment that creates conflicts of interest.

Authorizes the Office to receive and investigate business complaints against state departments and agencies, and may initiate investigations independently with sole discretion to determine which complaints fall within its authority.

Empowers the Office to conduct evaluations of regulatory activities, provide recommendations to government agencies, facilitate business participation in rulemaking, and assist businesses in locating funding and compliance resources.

Takes effect only if Senate Bill 340 of the 95th Legislature is enacted into law.
