Changes recall eligibility language from "every elective officer" to "each elective officer" and removes reference to state officers.

For officers with 2-year or shorter terms, recall petitions cannot be filed until 6 months into the term and cannot be filed during the last 6 months of the term.

For officers with terms longer than 2 years, recall petitions cannot be filed until 1 year into the term and cannot be filed during the last 1 year of the term.

Requires recall petition reasons to be limited to issues that cannot be overturned by board action or for which no other political recourse is available, and must be based on the officer's conduct during their current term.

Establishes a 180-day validity period for recall petitions after they receive a determination of sufficient clarity from the county election board or circuit court.
