Creates an expedited review process available through September 30, 2015 for conventional gravity sewer extensions up to 10,000 feet, simple pumping stations, and small diameter pressure sewer projects, with fees ranging from $1,000 to $4,000 depending on project size.

Establishes the infrastructure construction fund to receive expedited review fees and other revenue, with money expended only for administering wastewater and drinking water programs, including data maintenance, database development, compliance assistance, and training.

Requires the Department of Natural Resources to submit annual reports through January 1, 2016 detailing expedited review process performance, including number of requests received, percentage properly submitted, compliance with statutory timelines, and fund revenue.

Refunds expedited review fees if the department fails to meet the 10 or 20 business day decision deadline, and allows applicants to resubmit incomplete applications with reduced fees of 10% of the original fee for second submissions.

Specifies allowable uses of the waterways account for recreational boating facilities, including construction and maintenance of boat ramps, piers, moorage facilities, restrooms, parking areas, dredging, navigational aids, and grants to local governments for harbor and boating access site development.
