Grants tort liability immunity to law enforcement officers acting outside employment when responding in good faith to emergency situations threatening serious physical injury or death, provided their actions would be within scope of authority if on duty and do not constitute gross negligence or willful and wanton misconduct.

Defines "gross negligence" as conduct so reckless as to demonstrate substantial lack of concern for whether an injury results.

Defines "law enforcement officer" by reference to the Commission on Law Enforcement Standards Act (1965 PA 203, MCL 28.602).

Maintains existing immunities for governmental agencies engaged in governmental functions, judges, legislators, executive officials, and guardians ad litem acting within their authority.

Preserves state tort liability immunity as it existed before July 1, 1965, and maintains pre-July 7, 1986 intentional tort law.
