Removes the January 1, 2007 effective date requirement for discontinuing standard beads-on-paint registration plates

Requires the Secretary of State to offer a new standard design registration plate and an "I Believe" registration plate as replacements for beads-on-paint plates

Specifies that new registration plates must use fully reflectorized material in a common color scheme and be clearly visible at night

Makes implementation contingent on sufficient appropriations to cover design, manufacturing, distribution, and issuance costs

Requires the Secretary of State to report on costs incurred and revenue expended within 30 days after all old plates have been replaced
