Allows qualified Michigan electors who register to vote consistent with the National Voter Registration Act of 1993 to be considered registered voters under state election law.

Requires first-time mail-registered voters to vote in person and provide identification as specified under the Help America Vote Act of 2002 (42 USC 15483), unless they have previously voted in person in Michigan.

Exempts from the in-person voting requirement persons entitled to vote by absentee ballot under the Uniformed and Overseas Citizens Absentee Voting Act.

Exempts from the in-person voting requirement persons with disabilities as defined in the Persons with Disabilities Civil Rights Act (1976 PA 220, MCL 37.1103) and any other person entitled to vote as an absent voter under section 758.

Preserves the state's authority to prosecute violations of election laws that also violate federal election or voting rights laws.
