Removes the January 1, 2007 effective date requirement and allows the Secretary of State to develop fund-raising registration plates at any time.

Increases the maximum number of state-sponsored fund-raising registration plates from 8 to 9 at any given time.

Establishes a new Habitat for Humanity fund-raising and collector plate program, with donations transferred to a dedicated Habitat for Humanity Fund within the state treasury.

Requires the State Treasurer to disburse money from the Habitat for Humanity Fund on a monthly basis to Habitat for Humanity, which must provide annual accounting reports to the Department of Treasury.

Maintains existing $15,000 startup fee and $2,000 redesign fee requirements for new fund-raising plates, deposited in the transportation administration collection fund.
