Amends the Michigan Gaming Control and Revenue Act to add Section 9e addressing child support arrearage collection from casino winnings.

Requires casino licensees to check Department of Treasury records before paying winnings of $1,000 or more to determine if the winner has current child support arrearages.

Casino operators must withhold winnings to first pay any identified child support arrearage, with the remainder paid to the winner, and forward withheld amounts to the Department of Treasury for distribution to the appropriate court or state disbursement unit.

Requires the Gaming Control Board chairperson to attempt voluntary agreements with Indian tribes conducting gambling operations in Michigan to implement the same child support arrearage withholding procedures.

Provides immunity from liability for casino operators and their employees for incorrect withholding unless they knew the withholding was improper or acted with gross negligence.
