Removes specific statutory grounds for absent voter qualification (physical disability, religious reasons, age 60+, election inspector duties, jail confinement) and allows any qualified registered elector to vote absent.

Eliminates requirement that absent voter applications state the statutory reason for voting absentee; applicants now only need to sign and submit the application.

Maintains 75-day advance application deadline (by 2 p.m. Saturday before election) for regular elections and primary elections.

Adds Secretary of State authority to prescribe standard emergency absent voter ballot application form, including paper color and size specifications.

Creates emergency absent voter ballot provisions allowing applications on election day (by 4 p.m.) when unforeseen events prevent timely application, with felony penalties for false statements.
