Authorizes the office of child support to administer federal Title IV-D child support services, including establishing parentage, setting support amounts, modifying obligations, and enforcing support orders.

Requires the office to coordinate statewide searches for adults responsible for children, obtain identity and location information, and serve as the information agency under interstate family support laws.

Establishes procedures for offsetting state and federal income tax refunds of parents owing past due child support, with advance written notice and opportunity to contest based on mistake of fact.

Directs the office to develop a statewide information system, implement data matching with financial institutions, and establish centralized administrative enforcement remedies for collecting support.

Repeals section 6a of the Office of Child Support Act and takes effect only upon enactment of Senate Bill No. 99 of the 95th Legislature.
