Amends the Michigan bingo and charitable gaming licensing statute to expand the definition of "veterans' organization" to include auxiliaries of national veterans' organizations chartered by Congress.

Defines "qualified organization" to include religious, educational, service, senior citizens, fraternal, and veterans' organizations operating without profit that have existed for 5 years or are tax-exempt under federal law.

Excludes political committees, candidate committees, and political party committees from qualifying as organizations eligible for charitable gaming licenses.

Adds military components and Michigan National Guard members in active service as eligible to conduct small and large raffles under the act.

Effective immediately upon Governor approval on June 18, 2009.
