Amends the Public Employment Relations Act (1947 PA 336) to restore collective bargaining rights for public school administrators in first-class school districts by eliminating an exception that expires January 1, 2009.

Removes the sunset provision that exempted public school administrators employed in first-class school districts from the definition of "public employee" under the act, effective January 1, 2009.

Defines "public school administrator" as superintendents, assistant superintendents, chief business officials, principals, and assistant principals employed by school districts, intermediate school districts, or public school academies.

Preserves the right of public employees to express views, grievances, and complaints about employment conditions without interfering with job duties.

Prohibits strikes by public employees while protecting their rights to mediation of grievances and other protections under the act.
