School districts must provide full-day kindergarten with the same length school day as other elementary grades.

Children who are at least 5 years old by December 1 are entitled to enroll in kindergarten; those turning 5 after December 1 enroll the following school year.

Compulsory school attendance age is lowered from 6 years old to 5 years old, requiring parents to send children to public school from age 5 to 16.

A child turning 5 before December 1 must be enrolled on the first school day of that school year; a child turning 5 on or after December 1 enrolls the following school year.

Existing exemptions from school attendance remain in effect, including attendance at nonpublic schools, home schooling, and religious instruction.
