Removes the January 1, 2007 effective date requirement, allowing the Secretary of State to develop fund-raising license plates at any time rather than beginning on a specific date.

Changes the deadline for paying the $15,000 start-up fee from "of" to "after" the effective date of the authorizing public act, extending the payment window to 18 months.

Authorizes the Secretary of State to develop and issue a new fund-raising license plate bearing the words "In God We Trust" inscribed on it.

Directs all proceeds from the sale of "In God We Trust" fund-raising plates to be transferred to the state treasurer and credited to the state general fund.

Removes the previous restriction limiting the Secretary of State to "not more than 8" different state-sponsored fund-raising plates at any one time.
