Establishes a 4-member board of county canvassers in every Michigan county to perform all canvassing duties except for the state board, city boards in cities with more than 5 precincts, and counties with populations of 1,500,000 or more

Grants county canvasser boards authority to conduct all election recounts for cities, townships, villages, school districts, and other local districts

When a school district spans multiple counties, each county's canvasser board canvasses its portion of the election; if a precinct spans counties, the board in the county with the largest number of registered electors canvasses that precinct

Abolishes all other canvassing boards established by law, including school canvassing boards, transferring their duties to county canvasser boards

Requires school districts, cities, townships, and villages to reimburse the county treasurer for costs incurred by the county canvasser board; effective date contingent on enactment of Senate Bills 130 and 455
