Fund board may expend up to $18,000,000 from the 21st century jobs trust fund for a centers of creative artificial intelligence excellence program to develop and accelerate creative AI sectors in Michigan.

Grants under the program are limited to for-profit companies for purposes including matching foundation or federal funding (up to 85% of project costs), supplementing in-kind contributions, accelerating commercialization of AI technology, or supporting center workforce development activities.

At least 15% of program funds must be used to match foundation or federal funding, and no more than 15% of any grant can cover administrative costs or overhead.

Agreements must include participation by at least one qualified business and one institution of higher education, with governance structures, technology transfer commitments, and mechanisms for agreement revocation if parties fail to comply.

Qualified entities must commit to locating and retaining commercialization opportunities within Michigan and may include qualified businesses, higher education institutions, nonprofit corporations, or political subdivisions.
