Replaces post-election reporting requirements for ballot question committees with quarterly reporting schedule due on January 25, April 25, July 25, and October 25 each year with closing dates of December 31, March 31, June 30, and September 30 respectively.

Establishes late filing fees for ballot question committees supporting or opposing statewide ballot questions, starting at $25 on day one, $50 on day two, $75 on day three, and $100 per day thereafter, with a maximum of $1,000.

Creates tiered late filing fees for other ballot question committees based on fundraising history: $25 per business day (up to $1,000) for committees raising $10,000 or less in previous 2 years, or $50 per business day (up to $2,000) for committees raising more than $10,000.

Makes it a misdemeanor offense, punishable by fine up to $1,000 or imprisonment up to 90 days, for treasurers or designated individuals to fail filing statements for more than 7 days.

Imposes a civil fine up to $1,000 for knowingly filing incomplete or inaccurate campaign statements or reports.
