Amends Michigan's criminal procedure law to add 24 felonies to the sentencing guidelines enumerated in Chapter 445 of the Michigan Compiled Laws.

Adds identity theft offenses (MCL 445.65 and 445.67) with Class E (5-year max), Class D (10-year max), and Class C (15-year max) penalties based on offense frequency.

Adds economic crime offenses including stolen scrap metal sales, stolen nonferrous metal transactions, precious metal dealer violations, and improper beverage container returns, with maximum sentences ranging from 2 to 5 years.

Adds consumer protection violations including franchise fraud offenses (MCL 445.1505-445.1525) with 7-year maximums and unsolicited commercial email violations (MCL 445.2507) with 4-year maximum.

Takes effect April 1, 2011, contingent on enactment of Senate Bills 149 and 223 in the 95th Legislature.
