Prohibits state departments and agencies from awarding procurement contracts to vendors unless the vendor submits a verified statement affirming they have not violated employment laws regarding unauthorized workers in the past 5 years.

Requires vendors to affirm they will not directly or indirectly employ unauthorized workers while performing state contracts and will take reasonable steps to verify all employees are authorized to work in the United States.

Requires vendors to immediately replace any employee found to be unauthorized to work in the United States, or require subcontractors to do so.

Allows the state to cancel contracts, require forfeiture of up to 20% of contract payments, or debar vendors from bidding on state contracts for up to 5 years if they knowingly submit false information or violate the employment affirmations.
