Establishes a "catering permit" that allows public on-premises spirits licensees and holders of substantially equivalent out-of-state licenses to sell and deliver spirits in original sealed containers at locations other than their licensed premises for private events where guests pay no consideration.

Requires catering permit holders to provide service of spirits at private events (not resold to guests) and prohibits sale by the glass or drink; spirits must meet minimum retail prices set by the commission.

Applicants must pay an application and processing fee of $70.00 plus a catering permit fee of $300.00 at issuance, with the permit fee also due at renewal of the on-premises license.

Catering permit holders must verify recipients are at least 21 years old, possess commission-approved server training, and carry documentation showing spirits are for a private event; third-party delivery services may be used for water-surrounded municipalities inaccessible by motor vehicle.

Permit holders remain subject to all applicable sanctions, liabilities, and penalties under the liquor control code, with violations under section 203 subject to administrative fines of up to $1,000.00.
