Removes the January 1, 2007 effective date requirement and allows the Secretary of State to develop fund-raising registration plates at any time.

Maintains a $15,000 start-up fee for new fund-raising plates and a $2,000 redesign fee (after at least 3 years), both deposited in the transportation administration collection fund.

Removes the limit of "not more than 8" different state-sponsored fund-raising plates, allowing unlimited plates to be developed.

Creates a new Boy Scouts of America fund-raising plate to be designed jointly by the Secretary of State and Boy Scouts of America.

Establishes a Boy Scouts of America Fund within the state treasury to receive and disburse donations from plate sales on a quarterly basis, with Boy Scouts required to submit annual expenditure summaries starting February 1, 2010.
