Prohibits manufacturers, wholesalers, vendors of spirits, and other alcohol sellers from having any financial interest, directly or indirectly, in the establishment or operation of other vendors' businesses.

Prevents manufacturers and their stockholders from owning interests in other vendors' businesses through fee ownership, leasehold, mortgage, or other means, and prohibits interlocking directorates and stock ownership between competing entities.

Allows small distillers to sell spirits they manufacture for on-premises consumption at their licensed distillery location.

Permits brewpubs to have interests in up to 2 other brewpubs provided combined production across all locations does not exceed 5,000 barrels per calendar year.

Prohibits manufacturers from having any interest in wholesalers and prohibits wine makers from collectively delivering wine to retail licensees.
