Establishes owner lien rights on personal property in self-service storage facilities for unpaid rent and storage-related expenses, with lien attaching on the date property arrives or rental agreement is signed, whichever is earlier.

Requires owners to provide written notice to tenants at least 14 days before sale or disposition of property, including itemized charges, payment demand, and sale details; notice must be delivered in person, by first-class mail, or electronic mail to tenant's last known address.

Allows owners to deny tenant access to storage space without notice at least 5 days after rent becomes due, and to move contents to another storage space pending sale after notice period expires.

Mandates owners to search for and notify title holders and lienholders of motor vehicles, aircraft, mobile homes, and similar property before sale, with sale proceeds distributed first to owner's lien (capped at 4 months' rent), then to prior lienholders, then remaining balance to owner.

Prohibits enforcement of lien against service members (military, reserves, or Michigan National Guard) deployed overseas on active duty for 180 days or more for 90 days after their service ends if tenant provides written notice and evidence of deployment.
