Amends Section 11 of the Michigan Employment Security Act to revise provisions governing disclosure of confidential unemployment insurance information obtained from employers and individuals.

Maintains confidentiality of employment security records and benefit determinations, restricting disclosure to public employees and officials performing official duties, with limited exceptions for workers' compensation claims, benefit eligibility verification, and child support enforcement.

Allows disclosure of wage and unemployment benefit information to qualified agencies (state and federal) administering child support, Social Security, food stamps, Medicaid, and other public assistance programs, subject to written agreements and cost reimbursement requirements.

Permits the commission to share information with research institutions acting as contractors for public officials conducting public service research, with written agreements holding officials responsible for maintaining confidentiality and imposing penalties for violations.

Updates language throughout the section by replacing archaic terms ("deemed," "which," "registered mail") with modern equivalents ("considered," "that," "certified mail") and references to the Internal Revenue Code of 1986 instead of 1954.
