Creates motorsports event licenses allowing owners of closed-course motorsports facilities to sell beer and wine ($250 fee) or beer, wine, mixed spirit drinks, and spirits ($600 fee) during sanctioned motorsports events only.

Defines qualifying motorsports entertainment complexes as facilities with at least 1,500 fixed seats, 7 scheduled annual motorsports events, food and beverage service, and tourism promotion activities.

Permits members of the public aged 21 and older to bring outside beer and wine into licensed motorsports entertainment complexes and consume it during public access periods not exceeding 7 consecutive days per event.

Makes motorsports event licensees subject to civil liability provisions if minors or visibly intoxicated persons unlawfully consume alcoholic liquor on the licensed premises, whether purchased at the facility or brought in by patrons.

Specifies that multiple concession outlets within a motorsports entertainment complex selling alcoholic beverages shall not be counted as additional bars for licensing fee purposes.
