Establishes the "Commerce Center Act" to recognize and provide funding to certain Michigan communities with urban and commercial character.

Defines "commerce center" as a city, village, or township that owns and operates a water and sewer system, allows high-density and mixed-use zoning, has an expedited permitting process, and maintains a comprehensive master plan.

Requires commerce center master plans to include walkable streetscapes, transportation, open space preservation, economic development, arts and cultural development, technology infrastructure, and universal housing plans.

Directs the Department of Energy, Labor, and Economic Growth to annually identify qualifying commerce centers and make legislative recommendations for funding and programs to support commercial growth.

Requires the department to submit annual reports to the legislature on the activities and success of each designated commerce center in the state.
