Appropriates $35,658,500 for capital outlay projects for fiscal year ending September 30, 2010, including $35,658,200 from the Michigan Natural Resources Trust Fund and $300 from the state general fund.

Funds 47 natural resources trust fund projects across Michigan counties including land acquisitions and park developments for public outdoor recreation use.

Authorizes $18,749,800 for Michigan Technological University's Great Lakes research center, $39,999,800 for Oakland University's human health building, and $7,399,800 for Washtenaw Community College's skilled trades training program renovations through state building authority financing.

Requires grant recipients to dedicate acquired or developed lands to public outdoor recreation in perpetuity and grants the state a minimum 1/6 royalty interest in minerals on parcels over 5 acres.

Increases the Bay City state police post project cost by $311,000 to cover additional site development expenses for excavation, utilities, drainage, paving, and fencing.
