Authorizes cities, villages, townships, and counties to establish storm water utilities and impose storm water utility fees and system development charges on real property to fund storm water management programs.

Requires local units of government to adopt a storm water management plan by resolution before establishing a utility, specifying geographic districts, services, projected expenses, fee calculation methods, and public hearing procedures.

Establishes a storm water enterprise fund to receive and hold all utility fee and development charge revenue, which may only be spent on storm water management costs including system operation, maintenance, construction, planning, and compliance with federal and state regulations.

Permits fees to be calculated using methods based on impervious area, equivalent residential units, single-family residential comparisons, intensity of development, or equivalent hydraulic area, with property owners eligible for credits for on-site retention, permeable surfaces, vegetation, and other storm water management activities.

Allows property owners to appeal fees within one year if they can demonstrate the property generates materially less storm water than calculated or there was a mathematical error, with unpaid fees becoming liens on property collectible through tax rolls after six months of delinquency.
